Most common problem:
Your operating system has an outdated base repo, most commonly as a result of that version of the operating system being end of life. For example, this error will occur if you are using CentOS 6.
The solution:
We recommend searching online for updated URLs and instructions for locating/updating your repo file if you must remain on that version of the operating system. Otherwise, the proper solution is to install a version that's not EOL.
