If the Windows Update on your Windows 2016 server is not proceeding and is stuck (generally around 60-70%) for a long period of time. We'd recommend stopping the Windows Update and checking the log to see what updates failed.
You can then download the appropriate update (search the KBXXXXXX id) from the Microsoft Update Catalog and install it directly via the provided executable. Make sure you choose the right version based on your operating system as the update may be applicable to other versions of Windows.
