If your service is labeled as a "special offer" or "special" or came with the "limited support," "zero support," or "special" support agreement, it is not eligible for any resource upgrades or location changes.

The main reason for this is that the special was most likely sold to fill a server in a specific way, and that upgrades would unfortunately cost their regular pricing, which would normally cost much higher than the special and therefore is undesirable.
